Parking Services

Parking Services are responsible for administering parking services such as car parks, special parking permits and the enforcement of stationary vehicle offences. Parking Services also investigate vehicles that are reported as being abandoned and, where appropriate, arrange for the vehicle's removal.

Stationary Vehicle Offences include:

• Breaching the Road User Rules and Bylaws.
  
• Permitting an unlicenced motor vehicle to be on a road.
  
• Evidence of vehicle inspection offences.
  
• Using a vehicle that has smooth or damaged tyres.

Parking in the City Centre

Methods of payment of infringment fees.

• With the production of the original infringement notice, to any Post Shop by cash, cheque or Eftpos.
• Without the original infringement notice, to the Hutt City Council, 30 Laings Road, Lower Hutt by cash, cheque, credit card or Eftpos.
• Credit card payments can be made by telephone by calling (04) 5706749 or (04) 5706783 during normal office hours.
• Payments can be posted to the Hutt City Council, Private Bag 31912, Lower Hutt 5040.

Council cannot accept payments for infringement fees by Internet or telephone banking.

Parking Fees & Charges 2009/10

All metered parking within the Central Business District is managed with Pay & Display machines, which provide for payment by coins, TxT-a-Park or Credit Cards. HCC Pay & Display Parking Meters provide GST Invoices, and do not vend coin change.  

Approved In-Car meters (e.g. SmartPark personal parking meter) are supported and HCC stored value cards are available from Council. 

Mobility car parks are provided at the prevailing zone fee. 

On-street metered parking is restricted to 2 hour maximum parking duration in the Lower Hutt commercial centre.  High demand parking spaces attract a higher fee for the second optional hour.  All day parking is provided on-street and in the car parks that surround the central area.  The Dowse car park offers metered 2 hour and 4 hour maximum duration parking.

General Fees

Premium Shopper Zone (red) (2 hour maximum)	$2 per hour, rising to $3 per hour for the second hour.
Shopper Zone (green) (2 hour maximum)	$1.50 per hour.
Commuter Zone (yellow) (All day, unrestricted)	70 cents per hour with a $5 per day maximum charge.
Riverbank car park	70 cents per hour, with a $4 per day maximum charge. A monthly pass is available at $60 per month (reduced to $45 for December).
Txt-a-Park & Credit Cards	50 cents service fee applies
SmartPark stored value cards  ($50 & $100 denominations)	$5 service fee applies per card.

Miscellaneous

Parking Exemption Permits for permitted activities available for Contractor only - conditions apply

$15.00 per space per day or $8.00 per space per half day.

 

Target Response Times

• Reported parking meter faults will be repaired within one working day and the balance within two working days.
  
• Pay and display faults will be attended to within one working hour.
  
• Reported parking hazards will be responded to on site by a parking warden within 30 minutes of notification.
  
• Abandoned vehicle complaints will be investigated within three working days and a response will be made to the complainant.
